Frank Cullen and back then, the lots started at $30. The wife of Mr. Cullen named the town after her hometown of Cardiff, Wales, and ‘By the Sea’ is said to have been added by Victor Kremer who developed the “Composer District” section of Cardiff-by-the-Sea.
